Unmarked BAKELITE?. I'm fairly sure that it's made of Bakelite, Catalin, or another type very early of those types of hard plastics. See photos for condition. The nose is cracked as like so many of these types of pencil that weren't able to handle the stress of the lead getting pushed against them in such a manner as they were used for.
