This is a vintage mechanical pencil with an oil filled top that is called floating top that has a miniature of the ship H.M.S. Queen Mary. is inside see photos. It has a spot on the backside opposite the name Queen Mary and looks like glue and I don't know if it works because everytime I turn it it springs back. see photos.
